Shawn Nowlin was charged in November with impregnating a Harford County teen. He had been acting as a therapist at Hazelwood Elementary in Baltimore, where he was treating Erica Hamlett-Nicholson's son, Jawone (pictured). The system failed to follow its policies when hiring Nowlin.
