(AP) The National Park Service has rejected a plan to use part of Lake Michigan beach for a golf course designed by Jack Nicklaus.

The course is the centerpiece of a $500 million resort and luxury home development called Harbor Shores.

Benton Harbor and the project's developers wanted to swap parcels scattered elsewhere for beachfront land in a city-owned park.

Gov. Jennifer Granholm will appeal the Park Service's decision, the Detroit Free Press reported Thursday.

The governor has backed the project as a way to provide an economic boost to one of the state's poorest cities.

Opponents say the developers should find other land to use for the course.
