(WSBT) Police have arrested controversial Roseland town council member David Snyder for assaulting newly-elected council member Ted Penn.

Witnesses say there was a dispute during a re-development committee meeting early Friday evening. Some words were exchanged with a town employee and the dispute escalated from there.

Snyder was taken to jail, accused of hitting Penn. He's out on bond tonight. Penn was hospitalized for his injuries, but is also home.

"Ted Penn is a madman. He lunged out and was yelling at me and one of the employees of the Redevelopment Commission of Roseland. The man is absolutely mad," said Snyder as he was leaving the St. Joseph County Jail.

"His mouth was bloodied up pretty good. I talked to him. He said he was taking multiple kicks to the groin, stomped him pretty good. And it showed," said Sam McCombs, a Roseland resident.

"I wasn't fighting I was shoved. I got my balance back, I was shoved. This was after he grabbed my shirt, he shoved me again. I find myself on the floor with Ted Penn laying on top of me," Snyder said.

A kicked-over wastebasket was the only visible sign a dispute happened in the town hall, but in the parking lot, the anger lingered.

"It's takes a lot of courage to stomp a 64-year-old man. A lot of courage. Michael Schalk says Penn called him while the Ruckus was going on," said McCombs.

"I was on the phone with Ted," said Schalk. "David and Dorothy came and locked that front door and would not allow me to get in to assist Ted Penn to keep him from getting hurt anymore."

The Snyders tell a different story.

"Mr. Shalk never approached the door, never tried to see if it was unlocked," said Dorothy Snyder. "He's lying. These people are lying. They've staged this. They think this is fun. It's not fun. It's terrible for our town."

"Embarrassing isn't the word," said Council President Charley Shields. "It's disheartening. It's disappointing. It's disruptive. No, I'm not embarrassed. We'll get our town back and Mr. Penn will be a part of it."

Penn was released from the hospital Friday night. He's still recovering, and didn't have any comment.

Snyder was released on 250 dollars bond. He was charged with battery.
