Charges of Sexual Misconduct at Juvenile Correctional Facility

(WSBT) Prosecutors say a former employee at the South Bend Juvenile Correctional Facility had sex with a 16-year-old inmate.

They've charged 32-year-old Julie Singleton with one count of felony sexual misconduct.

Court records say a staff member found Singleton and the teenager having sex in the principal's office in October.

“The purpose of the incarceration of a juvenile is to reform the juvenile and this woman took advantage of that child,” said St. Joseph County Prosecutor Michael Dvorak. “That 16-year-old was in custody at the facility and subject to the control of everyone who was a jailer or a guard at that facility or an instructor at that facility.”

Singleton was the secretary in the Education Department. She was fired in December.

Singleton refused to talk to WSBT News, but has denied any sexual activity to police.

There are 126 juveniles held at the South Bend Juvenile Correctional Facility. It has come under fire in the past for failing to keep some inmates safe from physical violence as well as sexual abuse.

In response to Singelton's case, a spokesperson with the Indiana Department of Corrections released the following statement:

“South Bend Juvenile Correctional facilities’ firm commitment to maintaining a safe and secure environment, free from inappropriate staff conduct is to be commended. The actions of a former correctional employee remind us that we must remain vigilant when protecting minors in our custody."

If convicted, Singleton could face up to three years behind bars.
