Chris Wegnerowski of Mishawaka asked a Good Question: "What is a snow emergency and who can declare one?"

WSBT's Kirk Mason has the answer.

The rules regarding when and how a snow emergency is declared varies — some from county to county and city to city. In most cases the decision falls into the hands of elected officials.

For example, in South Bend the mayor decides whether to issue a snow emergency, although he is likely to consult both the police and the street department.

Under a snow emergency in South Bend, traffic can be limited and parking regulations established. For example sometimes parking on snow routes is prohibited so that city crews can clear streets.

A county situation can vary because there is such a large area to cover. For example, Elkhart County commissioners would decide if there's a snow emergency. That can lead to driving and parking limitations.

Whether it's the county or a city, snow emergencies are very rarely declared.

In St. Joseph County commissioners also decide whether to declare a snow emergency. Commissioner Mark Dobson says state law gives them discretion to decide rules during that emergency. Depending on how serious the situation is one emergency could limit driving much more than another.
