(WSBT) An Elkhart city employee has lost his job and police officers may be in trouble, accused of misconduct in the lobby of the police department.

It all happened early Thanksgiving morning while the woman was waiting for a ride.

An internal investigation is ongoing and criminal charges may follow.

This wasn't the first time the public safety officer has been in trouble. George Collard was suspended three times without pay for neglect of duty and violating procedures. He was warned that any other misconduct would result in him being terminated, and officials say that's exactly what happened.

WSBT News has learned the woman was waiting for a ride at the police station after state police arrested the person she was with on the Toll Road. State police tell us she had also been drinking.

Elkhart officials say while in the lobby, the woman began to engage in inappropriate conduct. Collard was the safety officer at the front desk at the time.

"This safety officer willingly participated with her, most notably photographed her in inappropriate poses, suggestive poses,” said Nelson Chipman with the Office of Public Safety. “This was picked up on the monitoring cameras in the lobby and as a result he was terminated."

The officers who were supervising Collard are now under an internal investigation.

They have been relieved of their supervisory duties during the investigation, but they remain on the force.

“There is a parallel investigation that will, once completed, go to the prosecutor's office for review,” Chipman said.

And that investigation could mean charges could be filed with the prosecutor's office.

Officials hope to have the internal investigation wrapped up in the next two weeks, in time for the last Board of Public Safety meeting of the year.
