INDIANAPOLIS — There's finally help for thousands of uninsured Hoosiers. The Healthy Indiana Plan takes effect next week. It’s designed for Hoosiers who don't have access to health insurance through the government or their employer.

The state hopes to sign up 50,000 in the first year of the plan, 130,000 when it's fully implemented. But there's still hundreds of thousands of people who won't be covered, because there's not enough funding.

For those who are covered, the program is already providing peace of mind.

“I got my insurance card today,” said Shelly Ross, a part-time teacher at a community college. “I'm very excited. I've gone about a year now since the divorce without any health care, haven't gotten my asthma medicine for instance. I lived with a cataract in one eye, so I can't see out of this eye, so it's been about eight months of that.”

Next week, she and others across the state will have coverage to pay for their medical needs.

The governor described the stories of others who have signed up for the plan already.

“Amy's a single mom in Mishawaka, 29 years old,” he said. “She works at a small insurance agency, but has no insurance, but now she will. For $15 a month, she and her children, her two children will be covered.”

Governor Daniels says the plan is aimed at low to moderate income people who either can't afford coverage or don't have access to it.

Ross, for example, is a part-time teacher at a community college.

“So much of our economy depends on part-time workers, and people who can't get insurance through their work. We're working our tushes off, but we can't even buy the insurance that our full-time coworkers can buy,” Ross said.

Many of the uninsured go to hospital emergency rooms for their health care needs. Daniels believes the plan will ease the burden on hospitals, while lowering costs for everyone.

“When people are uninsured, they get care in a compassionate society, but often it is the most expensive sort of care. It happens at the emergency room or some other inefficient place and everyone else's premiums are forced up a little bit as the bill is not paid and handed on.”

Plans to expand coverage on the federal level stalled in Congress this year.

Congressman Joe Donnelly says Indiana's plan could be a model for other states.

“This is a fiscally responsible way to do it,” Rep. Donnelly said. “While at the same time, what we find is, over time, providing health insurance makes for a healthier population and a healthier population is a much more productive population.”

The funding for the plan will come from recent cigarette tax increase and also from federal matching funds. Those who participate in the plan will be expected to contribute if they are financially able.

I for one have no problem with my taxes going to supply this coverage as long as ONLY those who need it get it. I have a big problem however with those who are too lazy to work and those (like several I work with) that claim they can't afford to take the Insurance (worthless as it maybe) yet they can afford cable, satellite, nice cars and multiple cell phones. Those are the ones that should not qualify, but often find a way to cheat the system. This is when I scream "not with my tax money"!!!

I cut my foot and required stitches a few months back. We could not afford basic health care. We could not afford to walk into a clinic, we barely could afford what it took from CVS. A neighbor instructed us on how to handle it ourselves. If someone knows how 3 people can make it on $12 an hour with insurance-let me know. I have a jagged scar on my foot, no cell phone, and 2 college educations, 2 138 point IQ's but can't afford the basics. Thank you Indiana for some health care.

some of us have to pay more than $400 and won't qualify for this $15./ mo plan because insurance is available (although it's so unaffordable and doesn't cover much). Others who only work part-time (some by choice, get a break once again while those trying to support 6 people are told they don't qualify!)- we don't indulge in cell phones, satellite tv, or anything other than goodwill clothes, and old work vehicles. Maybe someone should look into all of the temp for hire services that seem to be taking the place of hiring an employee full time? I have been working for one of the largest medical supply companies in Warsaw for 2 years with no health insurance? Maybe the governor should require these temp services to provide health insurance or maybe these large companies should quit trying to save a buck when they make billion's off of the health industry! I think HIP is great, can't wait to get my insurance.

I personally love the idea and have no problem with my tax money going to this cause. I work and have insurance and I think every family and child should be able to be covered as well. It's sad to think people are mad because they have to pay taxes toward this, I hope they never lose their jobs and need the states help.

This sounds like a great plan. Maybe now governor Daniels should dig a little deeper and find the cause for alot of these people being without health care. Possibly it is because alot of jobs have left Indiana and went across the border leaving behind thousands of people without health care?

Mark sounds like a person tired of everytime he gets a paycheck so much is deducted for taxes for which things like this uses taht money. I'm a 1 paycheck family and pay more then 200.00 per month for insurance and have only high school education. Funny how alot of people needing help have cell phones, cable tv and etc.
