SOUTH BEND — A rash of brass thefts on South Bend's southeast side has police, neighbors and businesses on high alert. Thieves have stolen an estimated 100 brass back flow valves over the past 10 days. Replacing the valves is necessary and expensive.

The main targets are home and business owners. Investigators estimate scrappers are getting about $12 per piece of brass.

But a few bucks for thieves adds up to major repairs for the victims.

"For us to come in and physically install it, you're probably going to be in the $240 range," said Wissco Irrigation General Manager Brian Davey.

A pressure back flow valve is used in irrigation or outdoor sprinkler systems. It forces the water to flow outward. But if the valve isn't there, the water gets sucked back in. Something like a water main break would likely contaminate your drinking water.

Davey told WSBT News there aren't many ways homeowners can protect themselves.

"About the only way I would know to protect yourself is to physically go out and remove the device yourself," he said. "Take it inside your house where it's secure and then re-install it in the spring."

You can also install a different kind of back flow valve on your irrigation system. The PVC piping is on the outside of the building, the brass part is hidden under ground. The problem: all the extra plumbing and the piece itself cost about $800.

But some homes and businesses have been hit more than once. Kerry Palmer with Palmer Funeral Homes said spending a little extra money the first time would have saved him in the long run.

"You figure, I've had 2 of those stolen," he said. "So I've got $600 to $700 wrapped up in the system already."

As they try to spread the word and protect more potential victims, police have a warning for the thieves.

"We're looking for you," said South Bend Lt. Scott Hanley. "We will find you and you will be prosecuted."

Another interesting part of this latest scrapping ring -- police say they haven't found back flow valves at local scrap yards. That means thieves are taking the brass elsewhere to get the money for it.

Investigators also believe the number of stolen valves could actually be much larger. Lt. Hanley told WSBT only a few of the victims have filed police reports. In many instances, he said they're calling repair companies and warning neighbors.

Hanley said even if you've already had a back flow valve replaced after a theft, it's not too late to file a police report.

Not all scrappers should be seen as thieves. I live in Mishawaka and its nice to know that I can set my old refrigerator, push mower, or a metal cabinet alley-side and have it picked up overnight for free. I don't think all scrappers should be seen as thieves.

There are some intolerant views shown here. Scrap metal collectors perform a very useful role in the economy by redirecting millions of tons of metals per year from landfills. Also, most of the sources of new metals are foreign and thus by recycling these, much money stays in the national economy. The issue is with CRIMINALS!Are all bankers criminals because some are embezzlers? It is an issue of proper regulation at the scrap yard and proper police work.

This is not a matter of a sprinkler or a system. A few months ago they were taking air conditioners. There was no back and forth about someone who has air or not. It is a matter of we need to look out for our friends and report it. They will get caught at some point. We all work hard for our money and some have more then others. So one has a sprinkler system and one has a hose. Big deal. Becarefull they might start cutting the brass ends off the hoses next, then where will the finger point?

The comment on elkharts rules being relaxed on scrap/recycling is false. Its even harder to take anything in anymore. Picture ID & a thumb print is now needed to recycle any scrap. As for claims on drugs thats the sad part of where we live drugs are everywhere but all city mayor's only care about banning smoking not stopping drugs.

It does not matter to anybody if a person uses an irrigation system but the owner. Stay out of their business. Actually they are doing you a favor by being more efficient then yard sprinklers and healthy grass releases more oxygen for us to breath. Why don't the police put undercover agents at the scrap yards every now and then? They need to crack down on the buyers just as much as the sellers. Less of a market= less crime.

These scrappers are taking their wares across state lines or to Elkhart where there is no ordinance on having to ID themselves and can get paid for drugs and booze without that paperwork hassle. So on one hand the city ordinance is working- it just makes them drive farther.

The problem for law enforcement is that many of these valves are hidden from public view and can't be easily seen from the street. That makes it easy for a thief to hide and take the time needed to cut the valves loose.

The real issue here is the scrappers stealing not the choice that the homeowner makes by using irrigation or a garden hose. Maybe the valves should be locked in some sort of rust proof box underground or something or get a really mean guard dog for your property.
