A former Elkhart safety officer will not face criminal charges for taking inappropriate pictures of a woman in the police station lobby.

The woman was waiting for a ride after state police arrested the person she was with in November. They say she had been drinking.

Surveillance video caught Safety Officer George Collard taking provocative pictures of the woman with his camera phone. He was later fired.

The county prosecutor says while what Collard did was an embarrassment to the department, it was not criminal because the woman willingly posed for the pictures.

Six police officers faced disciplinary action. A seventh resigned.
