SOUTH BEND — City and county leaders across the state say they're concerned about the property tax relief plan designed to help out homeowners next year.

The proposal, as part of House Bill 1001, would cap taxes at 1 percent of a home's assessed value.

Tuesday, South Bend mayor Steve Luecke said it was time the state provide relief for homeowners, but any plan must be “fair and balanced.” He said the plan lawmakers are considering now would mean massive funding cuts and strangle local government.

“We’re not talking about trimming a little fat from the budget. We’re talking about cutting muscle and bone,” said Luecke.

South Bend stands to lose $100 million over the next four years, forcing the city to cut 65 police officer positions, along with 62 firefighters, and 30 parks and recreation workers.

Luecke was joined Tuesday morning by Mishawaka Mayor Jeff Rea, dozens of firefighters and police officers, and St. Joseph County officials.

St. Joseph County Auditor Peter Mullen said 189 county employees would also be laid off if the proposal passes.

The Indiana Association of Cities and Towns suggested one solution would be for the state to impose a replacement tax and let individual counties decide what that is.

Lawmakers have until March 14 to vote on some sort of relief plan.

I'm under 10. I wonder...will there be S.B./Mish. cities in 10 years? Or just a lot of empty streets where houses once stood . I wonder...

So it cuts bone and muscle. Well Mr Mayors if you would have trimmed the fat a long time ago you wouldn't have the problems you have now. Stop asking for more tax dollars until you can PROPERLY manage what you have.

George really nailed it. Every home that is abandoned is one less that pays property taxes. That means the rest of us have to pay even more to make up for it. That means more will be abandoned until Luecke and Rea are the only ones left.

Sure - let individual counties decide what needs to be done - they've done such a great job so far here in St. Joseph County - Cut the fat and then some - and by the way - the majority of people pay a good chunk for insurance so let the city and county employees do the same - if they don't like the heat - heck - get out and find a different job - bet there won't be many takers.

Do any of you politicians get it? If you don't lower property taxes now, more people will default on their mortgages, and there will be less revenue from property taxes. This is a vicious circle that won't stop until property taxes are lowered. Either way, you get less money.

Please let us know. How can state government reduce a tax and local government come up with a new tax to replace it?!!! Sounds like option tax or wheel tax for roads. Just Grrreat.

The police and fire aren't complaining because they are going to lose some jobs at the bottom, they are complaining because they are going to lose lives, yours and theirs! I think the taxes are unbearable also, but what about the people left risking their lives to save yours with no backup? Here's an idea, stop supporting the illegal aliens for free. They dont pay any taxes but suck up all of the free services they can. Also, how many tax abatements were handed out last year for big companies?

If the taxes citizens paid were managed by people with some kind of business sense instead politicians with agendas we wouldn't have this problem.

Boo hoo, wow imagine having to live on a budget that you can't increase every year just like the home owners do.

Luecke and Rea, if either of you want any chance of getting re-elected, quit your whining. You will have to spend less. Live with it.

Do what the rest of us do...live within your means, cut out all the free programs, curb spending....where do I start?

I understand what the city and county leaders are trying to say but we the homeowners need a break and we need it bad. It seems like taxes keep going up and up and the cost of living is gone up and many have not got the pay raises to to keep paying these high taxes on property, fuel for are cars to go to work and fuel for are homes. Why does'nt the state use some toll road money to help offset this and the local govt's try to buckle down a little as well and maybe the little guy can have a break

Maybe if State Employees didn't have free insurance, health, dental and vision for them and their families our State would have more money! City employees have to pay for their insurance!

Why is the Mishawaka common council giving away tax deferments like halloween candy. It's not just the mayors, local government is out of control.

Tax Relief, you bet.The reason you are hearing the Mayors and public servants (fire&police) yell , it will hurt them. If they would have been more careful about spending tax money in the past this would not be a problem. They need to remember it me the tax's payer who pays the bill.
