SOUTH BEND — Prosecutors said Wednesday that they have filed charges of murder and attempted murder against a 32-year-old South Bend man in a 1995 drive-by shooting.

The accused man is Jarrode E. Phillips, who is in the custody of Manchester Federal Correctional Institution in Manchester, Ky., in an unrelated case, according to the St. Joseph County Prosecutor’s Office.

Phillips faces one count of murder in the shooting death of Weldon Jeffries, 27, of South Bend, and one count of attempted murder in the shooting Spencer Johnson, now 36, who has since recovered from his injuries.

This is the second time in less than a month that prosecutors have filed charges in a cold case after Johnson, who had been unwilling to cooperate with authorities in the past, came forward in January.

The other case also was a 1995 drive-by shooting.

Johnson was a victim in both cases and had refused to testify until January.
