SOUTH BEND — A plan to combat vacant homes around South Bend means you could soon buy an abandoned house for $1. Open houses this weekend mark the beginning of the city's Dollar House program.

The city is selling six homes for $1 a piece but buyers must be able to show they can afford necessary repairs and renovations to the home.

The city chose houses in specific areas where community development agencies are already working to improve neighborhoods.

"Hopefully we'll reduce crime, we'll increase property values, we'll bring families back into the neighborhood," said South Bend Heritage Fund Director Phil Byrd.

Those are some big goals for rundown houses and neighborhoods that have been vacant for 5 or 10 years.

The catch to buying a home for $1 is buyers must be able to provide tens of thousands of additional money in labor and repairs.

Byrd told WSBT it will take a lot of work, a lot of effort, a lot of sweat equity and a lot of finances to bring the homes to the standard of homes closer to the downtown area.

The city selected this year's six Dollar House homes based on their location and special qualities such as historical wood work.

"[Some of the homes have] great built-in book cases, columns, bureaus, buffets and that kind of thing," said Near Northwest Neighborhood Association Executive Director Karen Ainsley. "Things that you'd pay thousands and thousands of dollars to get a new house today."

Ainsley pointed out two homes sitting side by side in the 500 block of Lindsey Street. Both are vacant. One is up for sale through the Dollar House Program. The Near Northwest Neighborhood Association already fixed the other one up, showing just how much of a difference a transformation can make.

Ainsley said rehabilitating the homes creates another level of stability for the neighborhoods.

The city is hosting an open house for the Dollar Houses this Saturday March 29 from 10 a.m. - noon and 1 p.m. - 3 p.m.

Over a few years, the city expects to reduce the number of abandoned houses by 72 percent.

Yep, Nick, you are right, property taxes are 2K to 3K on these dumpy homes. There is no hope for this area of South Bend. I hope that nobody is going to fall for this scam!!! You cannot renovate these homes to sell, you cannot rent them out, only to those who do not pay rent. The city of SB needs to think of the large picture. Must put demands on everyone and handle the crime before any half way decent citizen will live there.

It's not often I get to look thru the comments. I have however (previously) been a part of fixing up several of the houses located in the city. The general contractor I worked thru thought he was doing his part to fix up the downtown area. But even with his good heart he finally gave up and said it wasn't worth it after several houses were destroyed or worse than when we walked in; After a weekend or even just overnight. Until something is done to reduce CRIME I don't see success in this.TTFN

If I recall correctly, the mayor wanted people to buy these houses for a $1 but then invest $75k into it. That is crazy! Many those houses would never sell for $75K.

why don't they just tear them down do they realize how much work needs to be done to a house that has been siting so long why not just buy one you can live in for the same amount of money if they tore them down it would solve the problem or make the owners responsible for there property they raise everyones property taxes so high why? because there are so many empty homes they have to make up the difference

With the crime rate and lack of any prosecution for the few that continue to victimize the working people of South Bend I wouldn't give you a dollar for the entire City. With what you have running the show on the 14th floor it will continue downhill until they are ousted. Get out the wrecking ball.

Well, this is sad that all the negative comments people make about the inner city, which some of the properties I know for a fact were run down back in the 1970's,so why comment if you are part of the problem and would prefer the inner city to continue to go down. This city dosen't supply the jobs or outlet for the majority of people that reside here to make a great impact in the inner city. I could remember back in the 70's the inner city wasn't perfect but people cared about their property.

I would happily live on those blocks if there weren't bad people there. There is no plan to remove the bad people, so you couldn't pay me move into those houses. And I sure don't want any of my children to ever have to encounter in any way the "families" that will be moved into those houses.

If enough people would care about their city, and not let the "bad" parts of town chase them away, buying a house for $1 and investing a few thousand to fix it help would help. The GOOD HAS to take over the bad. Don't be so negative, it could work. Help each other with restoration & clean up that part of town. Do like the Amish to and help one another rebuild & you won't have to put out so much money. Buy a house for $1 and add the hard work.
