An administrative law judge panel of the Indiana Real Estate Commission has ruled preliminary in favor of former Roseland Town Council member David Snyder on a complaint alleging a conflict of interest as a real estate broker.

The complaint, filed in November by the Indiana Attorney General’s office, accused Snyder of failing to disclose a business conflict of interest before voting in 2004 on matters related to the development of a hotel in Roseland.

Snyder had been hired by the developers of the Holiday Inn Express to find a site for the new hotel. He voted against a different hotel proposal.

Snyder maintained he did nothing improper because he was no longer involved with the property at the time of the council vote.

The panel ruled it was not proven Snyder violated the rules.

The proposed final order was issued Friday after an April 23 hearing on the allegations.

Despite a decision in his favor, Snyder’s real estate license remains suspended from a separate action due to his non-payment of child support.

The panel’s ruling will not be final until the Real Estate Commission adopts it. Objections may be filed until May 29 with the commission.
