Checking the charges on South Bend School Corporation credit cards

SOUTH BEND — When you get your monthly credit card statement in the mail, hopefully you aren't surprised by what you see. But did you know we're also paying the bill for credit cards we never see?

In St. Joseph County, from the Health Department to the Parks Department and even the county prosecutor, there are nearly 30 credit cards for use by public officials.

Since taxpayers ultimately pay the bill in most cases, we wanted to see what's on them. So we started with the South Bend School Corporation.

We asked for monthly credit card statements for the last half of 2007 from Supt. Robert Zimmerman.

The annual percentage rate is about average: 14 percent. The monthly balance averaged $813. But each bill was paid in full, which means you paid no late fees or finance charges.

So what was the superintendent buying?

The statements show conference trips, travel expenses and food. From the end of June to the end of December, Zimmerman charged $1,271.04 on meals at local restaurants including the East Bank Emporium, Trio's, and The Vine.

Zimmerman says when you're talking school business with a board member or community leader, you don't do fast food.

"But at the same time you're also cognizant of the fact that this is a public expense account and so you want to be responsible on that as well and so that means we also don't generally go to the top of the Holiday Inn up to the Summit Club,” he told WSBT News.

In fact, Zimmerman says being transparent is the very reason he uses a credit card.

"The record is pretty clear when you do it on a credit card and it’s pretty evident as to what's being spent and where it's being spent,” he said.

School board member Bill Sniadecki says the expenses, as long as they're kept in check, are part of the superintendent's job.

"Dr. Zimmerman’s dealing with trying to get the community involved and that concerns a lot of people,” Sniadecki said.
Zimmerman's contract specifies an expense account for these types of charges that comes out of the general fund — and there's no set limit to what he can spend.

While board members don't see the individual charges each month, they do look at the total amount on the bill. If it seems high, they question it.

So far, board members we spoke with say they haven't needed to.

Hey Zimmy! When our school board is talking to anybody about anything at OUR expense they should be sitting in a school cafeteria eating the crap we've already paid for! You don't do fast food; You'd embarrass me in a fast food joint! And I better not see any charges for HO-Ho's cause I know they are, and what they charge!

DUSTIN, This is the best story I've read in 2008. Please do the same for the Tippecanoe Valley school district. They never let this type of information out in our district. I like the person's suggestion that Zimmerman & his cronies should eat the school's lunches. They're good enough for kids. What makes him so much better than children?

Our family is on a tight budget. We'd be happy to have a night out at McDonalds. Sounds like Zimmerman & his upity friends are too good for that. The crazy part is that he has the nerve to try justifying the fact that taxpayers pay for his meals. Good investigative media here! Keep up the good work, WSBT!

Unfortunately, it's all part of how the system works. Zimmerman isn't the only one. Could he eat cheaper? Sure. But it's really not all that much for six months, especially if there are others sharing in the meals. I'm sure the money could be put to better use like in almost any case when it comes to our tax dollars, but I'm also pretty sure there are bigger fish to fry when it comes to unwarranted spending. Better time could be spent discovering why S.B. teachers don't have a contract...

It appears Dr. Zimmerman feels it's OK to splurge when dinning with board members and "community leaders." Well, lah-dee-dah. Thanks for your concern Mr. Zimmerman. BTW, how much does he make anyway, that he can't pay his own meals? Dustin, keep it up. I bet there are a lot of examples like this one. Funny thing is, Mr. Zimmerman sees nothing wrong here. SAD!

So why don't Ole' Man Zimmerman have students cook the meals in a Home Ec? Or at least take them over to Chipolte! 4 adults can eat for under $30.00! And it's actually pretty good. Or maybe Zimmerman could invite the "dinner guests" to his home for dinner. You want to cut art and music classes so you can order a 9.00 water with lemon? This all goes back to "wasteful spending". If it was your money would you dine like that? Probably not with gas prices at almost 4 bucks a gallon! No dessert!?
