Could suspending delivery to the nation's emergency oil reserve help lower prices at the pump? That's what members of Congress hope.

They voted overwhelmingly this week to stop the daily shipments to the reserve.

But some people say it won’t make much of a difference on prices.

The White House spokesperson says the president opposes any congressional mandate to stop deliveries.

Indiana 2nd District Congressman Joe Donnelly talked with WSBT from Washington D.C. Wednesday.

He says, according to independent industry analysts, stopping the shipments to the Strategic Petroleum Reserve could cut gas up to 25 cents a gallon.

Donnelly says it's an immediate short-term solution.

“If we can stop filling up the Strategic Petroleum Reserve and put those gallons back on the market, in effect, the government will stop competing with Hoosier families for that gallon of gas. So it can't do anything but help,” explained Donnelly.

But not everyone thinks it will make a difference.

“The driver here is huge growth in worldwide demand, and the little games Congress is playing by limiting additions to the Strategic Petroleum Reserve is nothing but pandering to public opinion,” said Notre Dame economist Thomas Gresik. “It has no effect. The only thing that's going to get us out of this situation is an increase in supply."

Gresik believes the plan to stop shipments to the reserve would only cut gas prices by half a cent per gallon.

He says the only way to solve the problem is more drilling in the U.S. It could take 8 to 10 years, but he points out this is a problem we knew about 4 to 5 years ago.

Donnelly says in the long-term, he believes more resources are needed.

Symbolism over substance! Allow drilling in ANWAR, off our coasts, and in other areas of oil potential. It can be done responsibly. At the other side, establish higher mileage standards--drivers will demand it and the automakers wil have to respond.

It won't save money in the long run, the price will continue to go up. It's how it works. The point that needs to be made, is that the oil that comes up now, won't become gas for at least 1 year. Why? Because of all the strict EPA standards we have and the inability to build refineries. Limit the "types" of gas made, build more refineries. You'll the price come down. We have the oil, just not the resources to refine it.

Are they Crazy or what? 25 cents off of a gallon. Come on now, we need to see $1.50-$2.00 off a gallon. They knew and know how to keep us at their mercy. Congress must be working for OPEC. We are not as advanced as we portray ourselves. More is done for the foreign investors, illegals, and self employed politicians (they think they work for themselves). I say we ration gas again to cut down our consumption since I still see all these Hummers on the road all the time! Get real! Make members of the government buy their own gas and health insurance. Take away all the aid to the OPEC nations and pull our troops out. Use our troops to build a fence to keep the illegals out. Bewildered must be an idiot.Of course conservation is key.1st it's supply and demand. We cut back on our demand, their supply becomes worth less. 2nd,How long will we wait before we realize we have passed the point of no return burning up our ozone. The writer makes great sense,especially when they said the toughest part would be Americans getting on board. We are the most wanting, wasteful people in the world. We throw out more food than most nations have. We are getting what we deserve.

Maybe Donnelly should of considered fuel usage and cost when he decided a year and a half ago to fly back and forth ever weekend from DC to Indiana. Or better yet, the thousands of overseas miles he flew as a Jr Congressman that was not known by the troups.

What's wrong with you people? The only thing that will bring prices down is to increase our own supply, not conservation measures, not silly tax credits and certainly not buying a Prius. We are sitting on 100 billion barrels of our own oil that the Democrat Party won't let us touch because they're pandering to the eco-terrorists. To Just Watch, this is the same claim made in 2004 that didn't happen. Gas prices started spiking under Clinton and have continued to do so under a Democrat Congress.

For the feds part, they have to lean on U.S manufacturers to do what should have been done in the 70's. NO incentives to automakers BUT wave sales tax on vehicles that meet strict EPA and MPG specs. Establish short term goals. How to get consumers to burn less gas. Offer tax incentives to people who take advantage of public transportation, or car pool. Raise the age of high school students that are allowed to drive to school, promote school bus transportation for more families.(You would not believe how many buses are out there half full). Track and advertise the previous amount used, current amount used and highlight the difference on the news. Limit water craft use to specific hours.
