Tax stimulus checks a waiting game

SOUTH BEND — When last week arrived, Amber Collins was ready.

She was ready for that chunk of money that would help pay for some graduate school expenses, that chunk of money that’s been the topic on many people’s lips in recent months: the economic stimulus checks.

But days later, things still haven’t gone as planned.

"I thought I was going to get it last week," the Indiana University South Bend student says as she works at a laptop at the Chocolate Cafe downtown. "I thought I was in that second phase. I guess not."

Just around the corner sits South Bend resident Nancy Goss-Horvath, who says the stimulus payment, for her, came easily.

"Very smoothly," she says with a sense of satisfaction. "It was a piece of cake. ... Actually, we got the letter after (the check) came in."

As economic stimulus checks slowly make their way into the hands of taxpayers, there indeed seems to be a mix of emotions among local residents.

Some consumers have had no beef with the stimulus process, while others say they keep checking their mailboxes or online bank accounts for their long-awaited payments — only to be disappointed.

"I’m getting tons of calls from taxpayers," said Jodie Reynolds, IRS spokeswoman for Indiana and Kentucky. "A lot of people are wanting to know when are they going to get theirs, when they can expect theirs."

Collins, the IUSB graduate student, is surprised she doesn’t have her check yet, especially since the odds of getting it soon seemed to be in her favor.

She said she filed her taxes electronically in January or February, received her refund a couple weeks later, used direct deposit, and has mid-range digits for her last two Social Security numbers — which is used to determine how soon economic stimulus checks will be delivered.

"Most of (the people) I know have gotten it already," Collins said. "It’s making me more anxious. It makes me feel like something’s wrong.

"I’m just hoping I’ll check my account one day — it’ll be like a surprise," she said with a smile. "Maybe I should call. I should check into it instead of just waiting around."

The "where’s my rebate?" question is on Nancy Askland’s mind, too.

The New Carlisle resident said her husband’s Social Security number ends in the 00s, yet he still hasn’t received his check. Granted, he filed his taxes the traditional way, she said, but it does make her wonder.

"Can’t get any lower than that (00)," she said. "My concern will be, will I get it?"

Though it’s not the case with every taxpayer, some taxpayers are questioning their economic stimulus status because they don’t completely understand how the system works, officials say.

"I don’t think a lot of people get it," said Collins, the IUSB student. "They don’t know when or how. Maybe they’re just not paying attention, or maybe (the news is) just not doing enough to explain it."

Take for example, a common question coming from people who filed their 2007 taxes with services such as Turbo Tax and opted to have the fees taken out of their tax refunds. Many people don’t realize that, even if they receive their 2007 refund as a direct deposit, the stimulus payment won’t necessarily come until later — and in the form of a paper check.

"A lot of people don’t understand their tax preparation company or what their procedures are," said the IRS’ Reynolds.

Other taxpayers are upset simply because they filed later in the tax filing season or opted to file via paper instead of filing electronically and using direct deposit.

"It’s an individual choice," Reynolds said. "Unfortunately, it will take us a little longer to get those to you."

Still, the issue some other local residents have is the fact that the IRS is using Social Security numbers to determine who should receive their checks first.

"I was angry by the way they went by the Social Security number," said Mishawaka resident Andrea Cobb, who was hoping to get her check in May to get her daughter braces. Now she has to wait until July, she said.

"If you file early, you should get it early," a frustrated Cobb said.

In response to the Social Security issue in particular, Reynolds said there’s a reason the IRS decided to use the last two digits of everybody’s nine-digit number.

"The first digits are handed out by location," she said. "It’s just the last digits that are randomly assigned. ... We didn’t want to give one part of the country preference over another."

Now as economic stimulus payments continue to make their way to consumers, Reynolds simply advises everyone to be patient.

"If you call us," she said, "we’re not going to be able to get it to you any sooner."

Of course, if consumers have done their research, looked at every possible situation, are supposed to have their checks already and still aren’t sure why they don’t, Reynolds urges them to pick up the phone.

"Then, definitely give us a call," she said, "and we’ll find out what the status is."

Sheila, This check is not meant to help people out. it is meant to boost the economy. Way to go single mom. You went to school and got a education so you can give your children a better life. I know it must have been a struggle but you did it. That is how the American dream is suppose to work. So many single moms just sit and complain about how hard it is.

I don't think I should have to help you keep your house. I don't get any help with my housepayment, or putting food on my table. maybe not you in particular, but so many ppl are living beyond their means. when rates were low, so many went crazy and bought more house than they could afford. IMO, they made their bed...

just checked with the bank. Mine has been there since May 2nd. I will be using it to boost the economy. New appliances or something. I think this is a joke when most people need it for gas and food, I dont see how the gov. plan is going to work. I am just blessed to be able to use it for what it is entended for. There was a day when I was in school raising 2 kids by myself where I wouldnt have been able to just spend it on something new to help the economy.The gov. doesnt see the hungry children

The stimulus check is a rebate on your 2007 taxes. With the exception of some of the elderly/low income stipulations, you only got the REFUND if you paid in a sufficient amount to get that REFUND. The problem is 90% of americans view a "tax refund" as "I was a good girl/boy this year and the government is rewarding me for it" A tax refund is you OVERPAID the government and they used your money all year interest free. I can't believe how mis-informed people are

To Nicole, when the last rebates were sent out the irs said the exact things they are saying now. However when he following years taxes were due that money was figured into your refund. So no it does not reduce your refund at all. We are just recieving it in advance. So have fun with you free money.

I feel like I'm reading comments left by my kids - in which I would then ask them, "Doesn't anything ever make you happy?" There could be no money at all. It's all about receiving and "me me me". Yes, the IRS would want their money quickly if they were owed, but the Government could have decided against giving us anything at all. Try being thankful for what you have or what you'll get and quit acting like spoiled brats - which other countries would view as typical American behavior. How sad.

Nothing is free. The Government will be the one to benefit in the end. Some people are financially set in their lives and are not depending on the stimulus checks but some families are not as fortunate.The hold up can mean the loss of something important for them. Let's look at the total picture and think of the feelings of others. Hooray for the families that are not dependent on their checks, but there are others that need theirs.

My last digits are 01 and My check should have been mailed by the 16th.I recntly moved and I don't know how much longer I can wait on this check. I know that most people already have plans for this money and so do I. Do you think that they are going to return my check instead of forwarding it?? I hope not because I'm sure that if they return it, I won't see it until Christmas.

Filing an amendment after you've already filed your tax return will also delay the stimulas check. The amendment has to be processed first.

ok, the main issue here is the Americans that are recieving the stimulous check. So many people have already spent the money before they recieved it and this is why we are in an economic crisis in the first place. Have some common sense people!

I filed a paper form and had to pay $79. I used a check to pay and put my bank routing number on the form. No one has said anything about those who had to pay and did their own taxes on the 1040 or 1040EZ form. I thought since I paid with a check and put my bank info on the form, I would get my check on May 16 according to the last 2 digits of my SS number. I would like to know about this situation. Calling IRS is useless. They can never tell you anything.

Although I poured over the IRS.gov website, I was still surprised. I owed a small amount with my return, but had it direct debited, so I expected to be part of the direct deposit group for the rebate. However, when I called the IRS hotline, I am part of the group to get a paper check. So that point (amt due on return = paper check rebate regardless if amt due paid by direct debit) I didn't find covered on the website. Quite disorganized.

It's money that we already paid in, the government just decided to be nice and give us back what was ours to begin with (with some exceptions, but I won't go into that...)
