Alleged scam involving police officer has impact on South Bend neighborhoods

SOUTH BEND — A South Bend police officer Robert Culp resigned Wednesday afternoon. He is expected to plead guilty to bank fraud in federal court.

Prosecutors claim he purchased 190 homes in South Bend. They say he flipped them using bogus appraisals to get higher bank mortgages.

Court documents say Wells Fargo Bank gave him mortgages 85-90 percent higher than the purchase price after substandard or no repairs.

Many of the homes are now vacant or abandoned, and officials say that could be costing taxpayers.

Culp wasn't at Wednesday's Public Safety Committee meeting when his resignation letter was read.

"Officer Culp was a good officer. He will be missed for his professionalism as a police officer certainly," said Captain Phil Trent of the South Bend Police.

But people who live near his 190 properties don't share those sentiments.

Maria Cutler is afraid to let her daughter walk alone by Culp's vacant home on the 800 block of Wilbur Street.

"It's dangerous, too many things happening," said Cutler. "Drug deals, people coming and going that I know for a fact don't live here."

Court documents say Culp purchased homes between 2003 and 2007, including one on the 1400 block of Linden Street for $19,000. He had it re-appraised based upon repairs he never did for $69,000.

Prosecutors claim he paid people to file false loan applications to purchase the homes at the inflated cost.

Culp was supposed to find tenants or pay the mortgage for a year, but many of those homes are now vacant or abandoned.

South Bend Code Enforcement says the vacant and abandoned homes are a problem within weeks because the city has to come in and cut the grass to prevent rodent problems.

"I feel my money can go to better things than that, like education," said Cutler.

"It's not fair," said Phillip VanDenbossche.

The VanDenbossches live next door to a home owned by Culp.

"Here you have someone running a scam, and the property next to yours looks like trash," said Christy VanDenbossche.

They say the home has been broken into and maintenance work has been minimal. The VanDenbossches say they can sympathize with their other neighbors.

"I can only imagine what the other ones look like," said Christy.

Culp is expected to enter a guilty plea in the fall. He could face 30 years in jail and $1 million in fines.

The court documents name other people involved in the scam. None of those people have been charged, but the U.S. District Attorney is still investigating.

I don't understand why people are bashing the police department. His Job was on the police department, but he is not a repesentation of all police officers in SB. His partners in these crimes should not only have their hummers reposesed , but should also be put in Jail. Lets also look at the relatives of some of these players , they were also involved.

I guess I don't see how what this officer did will effect have an impact on South Bend neighborhoods. Those areas were already run down before he did this weren't they? It seems to me the city, media and the local people are just crucifying this guy. You have mortgage and broker companies doing the same thing. Lets see them prosecuted also.

Has anyone stopped to think that Wells Fargo had programs that they released to the Wells Fargo loan brkers as well as mortgage brokers that were designed for investor loans. They had programs that applicants didnt need to prove income, assetts, or down payment funds, and underwrote these loans, cleared all the conditions needed to complete the loan, and funded theses loans. Well's Fargo made millions off these loans,but now that some of these loans don't seem to be doing well, they cry fraud!

This story needs to be played up even more. 190 homes is almost unbelievable - the fallout for taxpayers will be signficant. It has resulted in lower values, which hurts neighborhoods and increases crime (ironic that it was a cop). What will praying for him do? Pray for those who will be impacted - neighbors and the rest of us.

Trent should have taken the high road and not commented on this issue at all. Can there be any doubt that this officer was scoping out properties to use in his scam while he was on the public timeclock? Taking it to the extreme, I hope that he didn't target occupants as a police officer in order to have access to their property. Greed is an ugly thing that makes many commit unethical acts.

Why haven't the other people been involved charged? Sounds like some of the others took part in bank fraud. What about the appraiser? Maybe the authorities should also investigate Remax100. They sure like to paint a pretty picture to the buyer for a sale.

While he may have taken his police duties "seriously", integrity is something that must be shown in all areas of life, not just one job. A little yeast works though the whole batch. It looks like he just let this take over his life, his families life and their future. It's a lesson on what greed and a lack of contentment can do to someone. You often hear people say "Family First" but this is a case of "family last".

I am amazed at this. There was not too long ago a story where Police Officers were alleged to have sold a gun that was used to shoot another officer. Now you have an officer who basically blighted neighborhoods making them more dangerous for his fellow officers. I have to disagree that he will be missed by the other officers on the department.
