BENTON HARBOR — The developers of Harbor Shores said Wednesday they will stop construction in Jean Klock Park until after a court hearing.

Three protesters were arrested Monday after trying to stop work on a new golf course there. Opponents of the project also filed a motion or a restraining order to stop construction. A federal judge scheduled a hearing for October 2.

“It is our view that the court is best served when all sides are fully represented, and we are pleased that the court scheduled this hearing,” said Harbor Shores Trustee and Cornerstone Alliance President Wendy Dant Chesser.

Until the hearing, Harbor Shores will proceed with plans to improve the observation tower and refurbish the bathhouse. Construction of the lakeside boulevard will be postponed until October 3.

A federal lawsuit was filed on August 18 in response to the federal, state and local government permits issued for plan. The suit claims the city and developers didn't disclose the full environmental impact of their plan.

Harbor Shores developers claim they've followed all regulatory steps necessary to move this project forward.

The city of Benton Harbor has agreed to lease 22 acres in Jean Klock Park to the developers for the golf course. In return, developers plan to spend $3 million to upgrade public facilities in the park.
