THREE OAKS — A financially strapped village in Southwest Michigan is now without its president.

Phil Smith led the Three Oaks Village Council since 2002, but has now stepped down.

Earlier this year, some town leaders became concerned about budget problems they say date back to 2005.

City officials say they might be about $600,000 in the red.

The state of Michigan could take over the community's financial books to try and stabilize the budget.
