Layoffs loom amid funding shortfall at area fire departmentsby Ed Ernstes (ernstes@wsbt.com)
(WSBT file photo) ELKHART CO. — Property tax delays are forcing schools, local governments, even fire departments across Indiana to find new forms of funding. The credit crunch has made it difficult to obtain loans — and that could cut life-saving jobs. "At this time we're all still struggling to figure out what to do," said Baugo Fire Chief Tim Graves. The Baugo Township Fire Department is trying to deal with a budget shortfall. Like many departments in the county, it is still waiting for state funding, which comes from 2008 property taxes. Those tax dollars are needed for its daily operations. “Every fire department that I've talked to is in the same boat that we're in," Graves said. "They're trying to get emergency loans to cover the payroll, and stuff to get through the year. And it's just not happening." The Osolo Township Fire Department has also dipped into its equipment and maintenance funds. “And now we're tapping into those funds to keep us going for a payroll and day-to-day operation," Chief Jerry Miller said. "So we're resourceful; we're watching our pennies like everybody else." This means new equipment or needed repairs have to wait. Baugo Township has been struggling to get an emergency loan for equipment, as well as payroll. "But with the economy and the way things are going, we haven't got it approved from the banks yet," added Graves. The bottom line for some departments, if the financial situation does not straighten out, could translate into layoffs or a cutback in service. Graves also said, "We're probably looking at, we would be laying off staff, if it comes down to it. We just don't have the funding for it." Fire crews at the Concord Fire Department say they are in the same situation. They are still waiting for the funding from 2008 property taxes while working with less operating funds. The unemployment check last for a short time and we need to pay or credit cards and the montly rent that makes all the difference in our spending on cloths and food. There should be a bail out on the fire and police depts. The heads should make less money so all the people that work all day and sometimes night shift will have some work to do. Obviously you have no idea of what you speak because if you did you would know that our (Osolo) trustee is very well kept in the loop of the needs of our fire department and EMS, he just chooses to stick his head in the sand and attend "secret" meetings without extending our chief the common courtesy of letting him know before going on the news and announcing his support for merging fire departments. NO SAVINGS TO TAXPAYERS!
