The Elkhart County Sheriff's Department said Rodney Housour, 42, turned left from Andrew Drive onto Victoria Drive just after 7 a.m., in a neighborhood off Indiana 15 north of Goshen. The girl, who was walking across Victoria toward the school bus, was in the path of Housour's car.
