BENTON HARBOR — The U.S. Attorney's Office has charged a former Benton Harbor narcotics officer with possession with intent to distribute more than five grams of crack cocaine.

Andrew Collins, 26, with the department since 2003, faces up to 40 years in prison and a $2 million fine if convicted.

Monday, Collins appeared in front of a U.S. District Court judge in Grand Rapids. But Benton Harbor police and FBI officials believe the evidence was enough to suggest Collins abused the trust of his community.

FBI officials unveiled a picture of the marijuana, heroin and crack cocaine seized from Collins' locker in February.

"An officer brought to our attention that Collins was not following the protocol in logging narcotics," said Al Mingo, Benton Harbor Police Chief.

And that incident was not the first to surface.

"This was at least the second or maybe even the third incident that we had in that light," said Mingo.

Those drugs are now evidence against the former officer.

"When they removed him from the narcotics unit, they did an inventory of all his property including his locker and duffel bag," said Brian Delaney, with the U.S. Attorney's Office. "There was no explanation why he would have this in his personal items at the police department."

Collins faces one charge for possession with intent to distribute crack cocaine.

"The indictment charges that he abused his position of trust and his position of power as a police officer," said Delaney.

The U.S. Attorney's Office says Collins allegedly:

  • failed to report and submit narcotics seized while on duty
  • retained possession of narcotics with intent to distribute
  • reported false purchases to get search warrants and embezzle money from the department

    "The accused by no means represents the standard of practice at the Benton Harbor Police Department," said Charles Mayberry, Special Agent with the FBI.

    "He violated that position of trust," said Delaney. "I see no case of higher priority than to investigate cases of wrongdoing by government and public officials, especially law enforcement."

    Attorneys are also looking into cases Collins investigated, fearing some judgements will be revisited because Collins may have wrongfully obtained search warrants in those cases.

    A good man... ha. A good man doesn't leave his wife and child to go through life without him because he can't do legal police work. Undercover work is probably stressful and so are a lot of other jobs that we all work everyday. He will get what he deserves and anybody that thinks he deserves less is out of their mind. It goes to show that a police officer that has this much power should have more than a two year education. He is a joke and don't forget we all get judged in the end.

    They should really look into this case, narcotic cops have to do alot of thing to get drugs off the streets, that includes useing or bribeing with the same items they remove from the street. They need to look at his track record and see how many bust he has, befor just coming to conclusions and guessing. I really doubt this officer kept that much drugs in his personal locker with absolutely no worry's. Obviously he wasn't doing bad. I hope this officer gets a fair trial and investigation.

    If they found all of this back in Feb. why are they just charging him and informing the public now? There is something wrong here and I hope that they investigate the enitire department. Andy is not the only corrupt one they had.

    I am humbled and honored to know Andy and his wonderful family. I'm keeping them in my prayers. He may have done wrong but he has done far more good in his life. He has a fantastic wife and a beautiful daughter that do not deserve to have this man ripped from their lives. All of the people that he arrested had commited crimes and it is sad that they may be able to have their cases revisited. There are many more police officers and higher ups that are more corrupt than Andy.

Only 26 years old, he must be the youngest on this police force I would guess, and yet with no prior experience and only a few years on the job he has learned to commit all these crimes all on his own?? Yeah right!! Sounds like an easy target to take the fall for a police department that should be examined as a whole, not singling out one young man!     What is wrong with this picture? A white police officer in a primarily black community has contraband found in his locker and duffel bag at the police department. He don't look that dumb to me. Maybe planted? Informed on by another policeman in the department. Maybe setup? It happens. This is a politically charged community that is rife with infighting and racism. Andrew Collins is an extreamly nice man with a lot of friends and family he helps and listens to! he helps people and i could name about a million people that he has helped and even more people that love him! including me!!!!

    It amazes me that people read one a couple articles that look like they are hanging a cop and are ready to convict. Having a brother who used to work in Benton Harbor, I came to find out that department's upper echelon isn't first class to say the least and a bit twisted at best. Benton Harbor has given me a whole new look on racism as well. It's not just whites attacking blacks like many like to believe. Keep this officer in your prayers. Something tells me these charges are a bit extreme.
