Parents, school corporation searching for solutions after another student left on school bus

SOUTH BEND — Some South Bend parents are in shock all over again after learning a student at Jackson Intermediate School was left on a bus this week. It's the third time it's happened this year, and some say it's the last straw.

Details on exactly what happened are still being investigated, said South Bend School Corporation Superintendent James Kapsa, but it is clear the incident took place at Jackson Intermediate School on Tuesday morning.

"It appears the child did not get off the bus as she was supposed to. We believe that she had fallen asleep. The bus driver did not discover her asleep on the bus, and 10 to 15 minutes later, she was dropped off back at school," Kapsa said.

The student's brother was also on the bus, Kapsa said, and it's still unclear why he didn't notice her fail to get off it.

But, regardless of the reasons why, Jackson parent Jermaine Wooford said his reactions will be the same.

"It worries me. It worries me a lot," he said.

Two of his children ride the bus to school everyday, and he knows all too well what can go wrong.

Just after the 2008-2009 school year began, 5-year-old Dylan Holtsclaw fell asleep on his way to his afternoon kindergarten class at Kennedy Primary School. He was later found standing outside his school bus after it had been parked in the corporation's storage lot.

One month later, it happened again, this time to a Hay Primary School kindergartener. The driver of that bus found the student outside the bus when she driver stopped at a nearby gas station.

Wofford says even the second incident mystified him.

"It seems like after the first one, something would've been done to prevent it," he said.

Kapsa had a similar reaction.

"We have 200 buses in our fleet, and we transport 14,000 students every day. But, I'm upset with one [incident], much less three. We're right now scratching our heads, trying to figure out how to better get the message out that this is a critical point," he said.

It's not the first time for that feeling either.

Bus drivers were told to check their busses after every dropoff, every day, following the first incident.

"It's been reminded to the bus drivers over and over again how important that is to check their bus when they reach their destination. That's a top priority," Kapsa said.

But some parents say it's clear some drivers haven't gotten the message, so they're pushing for a policy change.

"After they drop the kids off, they should be required to do a check. When they do a stop, they need to do a count. They should know how many kids are at each bus stop, and count them as they're coming off," said Melissa Kruger, who has a son in 6th grade at Jackson.

Other parents want better screening of drivers.

"Periodically, 2-3 times a year, [they should review drivers] just to make sure they're doing their proper job," said Terry Hulse, whose two daughters also attend Jackson. "And if something happens, we should know now, not at the last minute."

Administrators say they will consider all suggestions, hand in hand with another stern warning.

"Every bus driver has to take this very seriously. We cannot allow that to happen, to leave these kids on the bus," Kapsa said.

But some parents wonder whether it will all be enough to keep it from happening again.

"If not, we're really going to have to rethink things," said Wofford. "If they don't make some changes, I guess I'll be having to take them to school from now on. I'll feel a bit safer doing that."

Administrators have not released the student or the bus driver's names, but Kapsa said the driver has been suspended while the incident is being investigated.

In both previous cases this year, the drivers did not report the incidents to the corporation, and Kapsa says they were later fired.

"I think we need to sit down with everybody again, as it was done in August with the bus drivers, and get that message to them loud and clear, how important this is," Kapsa said.

I have been properly trained to do this and it is not difficult. Takes 30 seconds! Thats a total of 3 minutes and I do not get my name or Corporation in the News! Okay, seriously, who sleeps on the bus? I went to Jackson in the mid 80's, and there was no way I would ever allow myself to fall asleep on the bus. Being a former school bus driver, I am horrified to hear that this is occurring so often. When I drove (in mid Michigan), we were required to check after every run, and then place a bright pink "Empty" sign in the back window. Yo Joe, you are speaking of the second incident several weeks back. This child WAS on the bus when found BY the DRIVER and returned to the school. I have NO idea why this was reported as being news worthy. I'll bet this happens two, maybe three or four times a day in this county alone and you never hear about it because it's NOT THAT BIG A DEAL! Are we kidding? Half the kids on the bus are under 10 years old. After a full day of activities, it's pretty easy to fall asleep on the bus. Bottom line is that the schools need to be hiring someone who is ambitious and enjoys their job. They are responsible for how many lives? These drivers cover the same routes anyways.. they should know about half the kids on that bus to start with. Buses only carry so many kids and to make a log and just simply put a check mark next to an on/off column, wouldn't add hours onto the ride. This should be mandatory to turn the logs in-buses have cameras to back up the logs anyways. When the driver goes to drop the kid off and sees the check next to "got on", if they don't come off, get your butt of your high horse and check the bus!

#1 The director of Transportation should have been fired after the second incident. This is not exactly the same scenario but let me tell you what works for me. On every route I have a bus helper. This student is the last one off the bus arriving at school, sits in the last row and checks for coats, book bags AND STUDENTS! Then I leave the lot. #1 - each of the buses have two adults. #2 - have the second adult "earn" their free lunches, books, etc that are unemployed be that second adult. #3 - Giving the child two warnings (at middle school age) because they cannot fall asleep at school, why is the bus any different as it is still part of the school day. #4 - Parents and children take responsibility for yourselves and quit blaming everyone else. Suggestion for Superintendent Kapsa. Put ALL of the bus drivers through an intensive training session on how to walk from the front of the bus to the back and then back to the front. If each driver is required to do this 10 times during the training, maybe they will get it figured out. Better yet, leave one of their sorry BUTTS on the bus and not let them off for awhile. Some of the drivers are ruthless and unconcerned about the students -- regarless of the age-level of the student.

For these specific reasons my children will not ride the bus! It is called job accountability. Drivers have no problem taking that paycheck but they should also have to earn it. It's not a long walk to the back of the bus after final drop off! I'm sure there are others out there who would be glad to have that job if the driver does not want to fulfill the commitment they agreed upon when they took the job. The KIDS and their saftey should always be #1! Some kids are on there for a long time!!

Children need to know what to do when they are left alone at home, learn how to run from a house on fire and now they have to learn how to get help when they are left on the bus. Children are smart and only need direction and the know how to of things. Dont criticize children when they make a mistake, instead teach them the right way. This was not a 5 year old child. We have a generation of children who do not take responsibility for anything. The bus drivers should wait until all students are off the bus and then check it. You're a student boarding the bus at a very dark and cold 7am. The bus is warm, the seats are cushioned, and there's just enough movement to lull you to sleep. Enforce a no-sleeping rule? Ludicrous. I'll wager that this would occur less often if the rule was automatic - you miss a kid and thereby put the child at risk and subject the school corp. to lawsuits, you lose your job, period. No exceptions. Maybe then some of these drivers, because one cannot condemn all drivers because of three lousy ones, can bother themselves to do a decent job and understand the importance of making sure the kids are absolutely 100% safe. Counting at each stop is not the answer since most of the kids are getting off at one stop at the end of the ride. There is NO excuse for a child being on the bus at the end of the route. The drivers in this case are just too lazy to walk the 20 feet from the front of the bus to the back. The driver can't control sleeping, their job is to pay attention to driving.

An assistant might work but I don't think the school budget would allow it. A NO SLEEPING rule would be impossible to enforce. Doing a nose count after each stop would be impractical..traffic backed up in both directions while the driver counts up to 40 wiggling kids? Maybe a final check in list that has all the procedures listed that must be performed at the end of the route and turned in to the supervisor before they leave the bus garage?

How hard is that ?? You have routes that are too long so kids are bound to fall asleep, which is no problem if the bus is "CHECKED" !! But to leave the school or park the bus without checking it should mean immediate termination of the bus driver... this is simply a case of laziness...

You can't have drivers checking kids at everystop. Some buses have kids on the buses for Hours a day to and from school. If they did a count at every stop it would probly go up 1 and a half there normal travel time. Something needs to be done but thats not a good solution.

I think that there should be an assistant with the bus driver on ALL bus routes. A small child who is small enough to not been seen over the top of the next seat could be laying down asleep. The school systems should enforce NO SLEEPING on the school buses as well.
