SOUTH BEND — A new employment outlook survey ranks South Bend-Mishawaka as the 9th best in the nation for the 2nd quarter of 2009 among survey participants.

According to the Manpower Inc., Employment Outlook Survey, South Bend-Mishawaka is expecting a net employment outlook of 11 percent.

From April to June, 23 percent of companies interviewed plan to hire more employees, 12 percent expect to reduce their payrolls and 62 percent plan to maintain their staffing levels.

Last quarter only 10 percent of companies planned to hire in South Bend-Mishawaka.

So how can the outlook be so positive when it seems like there are no jobs?

Mike Steinmetz with Manpower explains.

"Many companies are still planning to hire,” he said. “However, it won't necessarily create enough jobs to offset those that declined in prime quarters."

Steinmetz also says the 2nd quarter is normally a time when construction companies begin hiring for the summer season.

"And perhaps there is an anticipation of highway construction and bridge repair with stimulus money," said Steinmetz.

Overall, the Employment Outlook Survey nationwide was the weakest since the 1982 recession, and South Bend-Mishawaka's numbers mimic the national numbers, with a majority of companies planning to hold steady.
