Kapsa 'deeply troubled' over schools' potential $10 million funding loss

South Bend Community School Corp. Superintendent James Kapsa looked at the governor’s latest budget proposal and then issued a statement Friday saying he was “deeply troubled.”

Under Gov. Mitch Daniels’ budget pitch the Indiana General Assembly will take up in special session beginning June 11, Kapsa said the school corporation would lose $2.3 million in 2010 and another $7.6 million in 2011 in state funding.

The money is the difference in basic grant funding between Daniels’ proposal and the budget compromise the Senate passed during the regular session, Kapsa’s statement read in part. That compromise did not gain House approval in the session’s final days.

“This large decrease in state funding for education would greatly affect the projected program opportunities for students within our community,” Kapsa said.

Now the school administration is working with other urban school districts to find the most effective way to express their concerns to Daniels and local legislative representatives.
