South Bend schools are doing a better job identifying certain students who need extra attention -- but the state says there's still more work to be done.
The state says the district no longer disproportionately labels black students with emotional and cognitive disabilities.
But the district was again cited for suspending and expelling black special education students at an unbalanced rate compared with special education students of other races.
The school system was cited for non-compliance in all three categories for the 2011 to 2012 school year.
The district says it now uses two special education staff members instead of one when identifying students who need special attention.
