Blistering letter causes South Bend police wage negotiation concerns

In the latest round of controversy surrounding a Common Council member's claim that racism might exist within the South Bend Police Department, the council’s attorney expressed concern over the steps Henry Davis, Jr. took when he sent a blistering letter to the United States Department of Justice.  Her concern – that Davis’ letter might damage the city’s relationship with police.
