TOPEKA – One man is dead and another in jail after a hit-and-run collision involving a car and bicycle in LaGrange County Thursday morning.

It happened in the area of 4685 W. 700 S. near Topeka around 5:15 a.m.

After arriving to the scene, police found the bicyclist dead. He’s identified as 29-year-old Wilmer Herschberger, who's from the Topeka area.

Officers were told the driver of the car, 28-year-old Zane Scott of Kendallville, continued driving away from the crash, not stopping to help Herschberger or contacting police or medics.

The investigation shows both Scott and Herschberger were headed west on CR 700 South, about a mile from Topeka.

An area sweep of the factories in Topeka found the vehicle matching the description of what a witness told police was a blue van, and Scott was arrested at work around 9:00 a.m.

Scott was booked on charges of leaving the scene of a fatality accident and reckless homicide.
