Steven Finch, 27, has been charged with leaving the scene of an accident involving death, a class C felony.
Finch told police he was traveling east on Moores Pike and was distracted by an electronic device when he hit Harden. Police said it appeared Finch backed up over Harden, dragging him across the road before Finch fled the scene.
Police said Finch then drove to buy tobacco at an Ellettsville store and went to a car wash to wash away evidence of the accident. He turned himself into police around 10 a.m.
Finch is being held at the Monroe County Jail.
An autopsy has been scheduled for Wednesday.
