A top-ranking Indianapolis Metropolitan Police Department officer demoted in rank in the wake of the David Bisard crash has been promoted to run a police district on the southeast side of Indianapolis.
Captain Ron Hicks is the new major, overseeing patrol officers and detectives in the Fountain Square area.
Hicks was demoted in 2010 for supposedly exercising poor judgment while overseeing the investigation into a fatal police crash that killed a motorcyclist.
Hicks and two other commanders say they will sue the city, claiming they were made scapegoats for poor IMPD management training and procedures
