Video evidence shows former City-County Councilor and IMPD officer Lincoln Plowman taking $5,000 from an undercover FBI agent posing as a developer.
The video was played in court Wednesday. It shows Plowman having a good time, drinking and chatting with the undercover agents. Plowman met the agent in a December 2009 meeting at the Conrad to talk about bringing a strip club to downtown.
In the video the agent says, "Yeah, well good. Great. And that's what I want, that's what I need. I need you behind the scenes making it happen for me."
The video shows Plowman giving advice to the agent about dealing with zoning issues. Then the conversation turns to money.
Agent: How much is it going to take.
Plowman: I don't know. I'm going to need a little money to throw around, you know?
Agent: Five and one? still?
Plowman: Well, that's my cut. I'm gonna need a little money to throw around, you know?
In the video, Plowman asked the agent for $5,000 cash and a campaign contribution. Before the agent left, he handed over the cash.
Agent: Here.
Plowman: And my word's bond, I don't have anything else, buddy.
Agent: I know. I know it is.
Plowman: Five?
Agent: I know. Five grand
Plowman: Right.
Agent: And I know you're going to make it happen for me. I know you will.
Shortly after the video ended, FBI agents raided the hotel room and arrested Plowman. He faces up to 20 years in prison and a $250,000 fine if convicted of attempted extortion, as well as 10 years and $250,000 if convicted of bribery.
