  8. Target Englewood: Part 2

    The crime problem in Chicago's Englewood neighborhood has been festering for decades. And through the years, there have been numerous efforts to spur investment, revive the infrastructure, and crack down on crime. Yet, Englewood remains one of Chicago's poorest and most dangerous neighborhoods. WGN's Nancy Loo continues her special report on Englewood, and why a real turnaround may finally happen. On any given night, people are risking their lives by venturing out in Englewood. The Chicago Police Department and the new Superintendent, Garry McCarthy, are well aware of that. "The most likely times are usually in the evenings, what we call the third watch which is like the 4-12 hour. Nancy-so we're in it? Yes, we're in it right now." Since taking over the department 10 months ago, Superintendent McCarthy has made Englewood a priority. During an exclusive ride along for WGN news, McCarthy describes a new zone based attack plan for Englewood. He took us through three areas where crime and violence are most likely to occur. "By eliminating the narcotics market we can now hold onto it and move onto the next spot. that will reduce crime and improve quality of life for the people who live here." But drugs are just part of the problem. "There's not too many neighborhoods in ths country where they don't have narcotics. But you don't have people toting guns and shooting everybody on a daily basis and that's what we've gotta change." McCarthy earned his street cred in New York, drastically reducing crime with revolutionary policing tactics. New York has three times the population of Chicago, yet twice as many guns are seized here. His orders to turn things around come from Mayor Rahm Emanuel. "Because it's a shooting or killing in Englewood, does not mean it does not happen in our city." That stance was reiterated at a recent forum on urban crime at which Supt. McCarthy was a guest speaker. "The Mayor has it right when he says, a murder in Englewood is a murder in Chicago and we all suffer for it." For many Chicagoans, Englewood is a world away. We asked McCarthy why outsiders should care? "A bad example is just to say well look at Derrick Rose. Right, so here's a kid from Englewood whose the MVP in the NBA. So that's a great achievement. But what if we find the person who cures cancer happens to be from Englewood. So if you want to be selfish about it, maybe that's a reason you should care about it." But high crime and the economy have forced thousands of Englewood residents to leave. Abandoned homes appear to outnumber those that are occupied. Most children aren't allowed outside after dark. Community and church leaders are rallying to help the unemployed to find jobs and keep areas free of drug dealers. Kennedy King college has revived the area around 63rd and Halsted. So could Englewood actually become a good investment? Englewood developer John Luce thinks so. "This is a poor neighborhood. there's a lot of good people here who want better." Luce believes Englewood has already turned a corner. He's among the few who are eager to invest. With help from the city, Luce bought and restored the abandoned Yale apartment building and turned the architectural landmark into housing for low-income seniors. "Our little world here is a success. I'm looking to keep investing in this community. So if that can happen, I'm staying here." His enthusiasm to invest has yet to spread. And Columbia College history professor Dr. Dominic Pacyga says the reasons go way back. "If it was on the North side, Englewood would be jumping cause it has great transportation, still has the el, etc. But let's face it, this is a racially segregated city. And racism has always played a part in the future of these communities." Many neighbors are involved. A group of neighbors saw us standing on their corner and came out to chase us off. (Supterintendent and 7th District Commander laugh with the neighbors. ) Supterintendent McCarthy says, "If we can turn around Englewood, right if we can turn around the rate here, then we can do it anywhere." McCarthy believes a long term police spotlight on the Englewood community, can do more than end the decades of despair. "I'm emotional about my job. You know we have an opportunity to make an enormous difference not just here in Chicago but if we do this right, we can set a model for policing everywhere." McCarthy's policing strategies are already paying off. The area has seen a 55% reduction in murders and about a 30% reduction in shootings. Yet he's not happy with the results and calls this only the beginning.
