    Three Harrisburg citizens filed a civil-rights action Thursday in United States District Court for the Middle District of Pennsylvania. Civil Action No. 1:11-CV-2288 alleges that Senate Bill 1151, amending Act 47, violates their federal right to due process and equal protection of the laws guaranteed under the Fourteenth Amendment to the United States Constitution.  Plaintiffs ask the Court to declare Senate Bill 1151 unconstitutional and enjoin its enforcement by Governor Corbett and his “receiver” designee, David Unkovic.
