A Coast Guard investigation found that the six were engaging in sexual activity on the job and using government computers to send each other explicit photographs. The agency denied a Freedom of Information Act request, filed by The Day newspaper, to see the full report, citing the FOI Act's privacy exemption, so we're not sure if members of the ring were having sex in groups of more than two at a time.
