U.S. Representative Mark Souder wants FEMA to explain their "bias against small towns."

Souder’s statement comes in response to FEMA’s decision against issuing a major disaster declaration for Kosciusko and Elkhart counties.

Both counties were damaged in October by tornados and storms that destroyed homes and businesses.

Last month, Governor Mitch Daniels asked FEMA to reconsider the decision, and provide aid to the affected areas.
